RGGI states propose tightening cap by 45 pct

WASHINGTON, Feb 7 (Reuters Point Carbon) - The nine states of the northeastern U.S. carbon market have proposed cutting the cap for the next phase of their emissions trading scheme by 45 percent to 91 million (short) tons per year, the program's administrator said Thursday.
