Global climate deal harder to reach after Doha talks: paper

LONDON, April 17 (Reuters Point Carbon) – A decision to isolate Russia and three former Soviet states at U.N. climate talks in Qatar last year could complicate forthcoming negotiations and make a global deal to cut emissions more difficult to achieve, according to a study published by a Norwegian think-tank.
