U.S. floats $8 bln loan plan for low-emission oil, coal projects

WASHINGTON, July 2 (Reuters) - The U.S. Energy Department on Tuesday laid out plans to offer up to $8 billion in loan assistance for fossil fuel projects that reduce greenhouse gas emissions, as the Obama administration pushes ahead to use its authority to address climate change.
