Submissions to the Copenhagen Accord

POINT CARBON ANALYSIS - In line with the Copenhagen Accord, as of 31 January, 38 Annex I countries had submitted their economy-wide emission reduction targets for 2020, while 23 Non-Annex I countries had proposed nationally appropriate mitigation actions. Overall, the targets and actions pledged are the same as before Copenhagen. Only Canada has lowered its target, in order to be in line with proposed US legislation. How do these targets compare, and what is the aggregate reduction effort for Annex I countries? What are the implications for further negotiations?
