Last EB meeting: Chinese wind and hydro facing challenges

POINT CARBON ANALYSIS - At its 52nd meeting, from 8 to 12 February in Bonn, the EB rejected a total of 12 projects: six Chinese wind projects, four energy efficiency projects (three from China, one from India), one fugitive emissions project from coal mines, and one Indian wind project. The EB is continuing to scrutinise Chinese wind projects. It is now also throwing a large share of Chinese hydro projects into the review loop. With regards to DOEs, the EB continues to implement its new accreditation procedures and stricter requirements on how they perform their work.

POINT CARBON ANALYSIS - In line with the Copenhagen Accord, as of 31 January, 38 Annex I countries had submitted their economy-wide emission reduction targets for 2020, while 23 Non-Annex I countries had proposed nationally appropriate mitigation actions. Overall, the targets and actions pledged are the same as before Copenhagen. Only Canada has lowered its target, in order to be in line with proposed US legislation. How do these targets compare, and what is the aggregate reduction effort for Annex I countries? What are the implications for further negotiations?

CERs, ERUs and AAUs in national registries

POINT CARBON ANALYSIS - Yesterday, the UNFCCC made available data on the CERs, ERUs and AAUs held in national registries as of 31 December 2009. Japan, Germany and Spain hold the largest amounts of CERs, while Switzerland, the Netherlands and Austria have the largest amounts of ERUs. For several reasons, the changes in AAU holdings do not coincide with the volumes exchanged in reported AAU deals. What are the changes from the 2008 data for these three units, and how can these be explained?

POINT CARBON ANALYSIS - We have lowered our forecast for a bill with a cap-and-trade program passing the US Congress by the end of 2010 to 20 percent. Due to this and to the outcome in Copenhagen, we have also reduced the probability of EUA moving to a 30 percent reduction target, bringing our long-term price outlook for EUAs to €34 in 2016. In sum, these developments point towards a continued stalemate in the international negotiations.

Global carbon market volumes and values in 2009

POINT CARBON ANALYSIS - The world’s carbon markets exchanged 8.2 billion tonnes (Gt) CO2e in the course of 2009. The value of these transactions was €94 billion (US$136bn). Total transaction volume is up 68 percent on 2008, mainly due to a strong increase in EUA volume. However, due to lower carbon prices, the total market value of transactions in 2009 remains at the same level as the previous year. See Table 1 below for details.
