In this month's Carbon Market Monitor, we continue our analysis of the use of CERs and ERUs for 2010 compliance in the EU ETS, now with data at the level of individual CDM/JI projects and EU ETS installations. Did operators surrender disproportionate amounts of HFC-23 and N2O adipic acid credits in anticipation of qualitative restrictions in phase 3? When were the surrendered credits originally issued?
