POINT CARBON ANALYSIS –This week’s WCI market design recommendations contain new details relevant to program compliance costs, possibly raising them through offset restrictions but lowering them through linking provisions. The recommendations also clarify provisions pertaining to the power sector, including a new approach to emissions from imported electricity and incentives for voluntary action. The overall political outlook for the WCI is shaky.

POINT CARBON ANALYSIS –The announcement that not even a utility-only cap-and-trade program will be included in this summer’s energy bill lowers our estimated chances of cap-and-trade passing this year to five percent, but carbon caps are not off the table entirely in 2010. Both emission limits and renewable energy requirements may still make it to a vote in the Senate this year, with the latter having greater chances of passage in our view. If time runs out on both proposals, climate bill backers will make another push in 2011.

POINT CARBON ANALYIS – A draft was leaked from Sen. Bingaman's office on July 13, which lays out a cap-and-trade program for utilities only, with an opt-in option for industrial sources. The bill includes a hard price ceiling in the form of a $25 alternative compliance payment and a restrictive approach to offsets. New measures are included in the allocation section to gain support from farm and coal states. The bill adds to the array of proposals Senate Majority Leader Reid will be able to choose from when cobbling together a full bill next week. As Bingaman is also drafting the main proposal on oil drilling and other energy provisions, we expect this text to weigh heavily into the debate alongside the revamped Kerry-Lieberman bill.
