Preemptive Strike: The Future of Regional Trading Programs in the US

This issue of Carbon Market Analyst North America looks at the role of regional carbon markets under a nation-wide cap-and-trade program. Several options exist for keeping the regional markets parallel to or within a national system, and we discuss potential scenarios and their implications for carbon prices and market dynamics. We find that keeping regional programs does not result in environmental benefits, and that reducing emissions from the power sector will cost considerably less in a federal program than in existing regional programs.
