We analyze proposed designs for a cap-and-trade program to reduce greenhouse gas emissions in California. In contrast to proposals at the federal level, the California approach would disburse allowances primarily via auctions and would allow very few offsets. California's ability to reach its overall reduction target by 2020 depends largely on the state's transportation policies, which could yield reductions in excess of 200 million tons CO2e cumulatively by 2020.
