This report provides an overview of the competitiveness provisions in the Waxman-Markey bill. We identify industrial sectors most likely to qualify for rebates and estimate the dollar amount of the subsidies by sector. We also analyze the political implications of these provisions in the context of the ongoing international climate negotiations.
